Job Description

Comply with all procurement planning and transparency requirements
Own and maintain the VMS platform
Work closely with the designated Project Management teams to maximise the procurement benefits to and our Clients
Advise on and establish agreed project procurement strategy with Client based on specific project information and Clients standard procurement policies. Propose the preferred procurement packages and requirements
Establish and manage the competitive tendering and selection process.
Research VMS Platform for vendors / suppliers capabilities, identify a pool of candidate vendors / suppliers for project consideration.
Prepare pre-qualification questionnaire for all potential consultant, contractor and vendors and complete the pre-qualification process and/or confirm pre-qual conformance of existing vendors
Develop and agree standard contract documentation to include Client corporate standards/ guidelines and all commercial terms for the project.
Review work completed by Quantity Surveyor, including budgets, bill of quantities etc. for completeness and accuracy.
Consolidate (or manage consolidation of) the tender documentation.
Together with the designated PM manage the tender process including responding to any RFIs.
Evaluate the bidders proposal.
Assist in the negotiation of contracts with an optimum mix of conformity, price and quality.
Assess the quotations submitted and nominate the bidders with which the commercial/financial negotiations may be conducted.
Support contract negotiations at the appropriate management level.
Assist to negotiate contract terms, pricing and payment schedule, ensuring that the agreements with the vendors / suppliers are commercially advantageous.
Detail commercial assessment.
Submit and obtain relevant approvals to proceed with regard to internal LoA requirements.
Complete tender report and provide the recommendation.
On Client approval prepare and manage contract appointment.
Support the PM in vendor administration and management throughout project term
Establish risk plan to identify potential risk, indicate the impact and advice on risk mitigation
Contingency policy management
