-Promote the use of public libraries among the citizens through campaigns and advocate for
necessary library policies and financial support from the state.
-Enhance the capacities of libraries to deliver services that meet the current knowledge needs of
their communities and also to be able to start new services in the public library space to make it
relevant for the present time.
-Introduce new library services in response to the demand expressed by citizens, including
initiating ICT-enabled e-resources, health education services, education support services, basic
skill enhancement programs, children corners etc.
-Establish the India Public Library Movement to strengthen and sustain public libraries as
knowledge centers for all Indians, especially those who depend on public resources to meet
their knowledge needs, and help our nation achieve its Sustainable Development Goals (SDGs).
Repositioning India Public Libraries initiative led by the NASSCOM Foundation with support

SUMMARY OF POSITION:

IPLM Secretariat, NASSCOM Foundation seeks a qualified professional to fill the position of
Capacity Building & Trainings Manager cum Specialist which focuses on four important areas:
-Promote the use of public libraries among the citizens through concerted campaigns while
also advocating for policy and financial support from the state.
-Enhance the capacity of the staff of librarians to meet the knowledge needs of the citizens
that live in the vicinity of the library, develop partnerships for quality enhancement in public
-Introduce new services in the libraries in response to the demands expressed by the citizens,
including that of initiating an ICT-enabled e-resources section. The new services to be initiated
shall be aimed at covering all sections of the society.
-Establish the India Public Library Movement as one that will work towards strengthening
and sustaining public libraries as knowledge centres for the citizens of this nation, especially
among those who depend heavily on public resources to meet their knowledge needs. We shall
also help to demonstrate the role of public libraries in helping our nation to achieve the
sustainable development goals (SDGs)
The position of Capacity Building & Trainings Manager cum specialist is a senior level position
reports directly to the Executive Director, IPLM Secretariat and is based in New Delhi, India.
The position holder shall be responsible for development of and manage a strategic and
comprehensive training framework, multi- media content and action plan for delivery of training
and aimed at developing skilled, visionary library workers and leaders equipped to serve their
communities with relevant and useful services.
The position will require national travel and, potentially, some International travel.
The Training Manager cum specialists job responsibilities will include:
Conducting (or supervising the conduct of) a training needs assessment that will serve as
the foundation of a training program.
Developing a competency-based training framework and action plan, including multimedia
Designing and/or coordinating the delivery of the training program, monitoring the
process through different feedback loops aimed at course-correcting.
Managing trainers and/or organizations implementing and delivering training program
Designing, coordinating, and, potentially, delivering training at IPLM headquarters for
development of a cadre of master trainers
Establishing and managing partnerships with different stakeholders, aimed at positioning
public libraries as digital skills and lifelong learning centers.
Managing budget allocated to the training component, including management of
outsourcing contracts, grants or cooperation agreements with private, public, and civil
Minimum of 15 years experience in the education, training, capacity-building, or
learning & development of human resources field
Project/ program management experience
Experience in multi- media content development and delivery of training programs
Good knowledge of and network with good organizations having reasonable experience
in the field of training and capacity building
Excellent oral and written communication skills
A demonstrated understanding of regional context of public library provision and the
relevance of the same
Excellent interpersonal and organizational skills, and the ability to negotiate with local
and foreign experts, managers and government officials to ensure the successful
completion of project activities.
Familiarity with political, economic, and social issues in India;
